H-1B Stamping in Canada as a TCN in 2026: Is It Still Possible?

Since September 2025, most articles about H-1B stamping in Canada say the same thing: third country stamping is over, go home.

What applicants report in 2026, and what our own monitoring shows, is different. US consulates in Canada still schedule third country nationals (TCNs) in a separate appointment pool, and those interviews are still ending in approvals. The hard part is getting a date.

Key Point: The 2025 rule says applicants "should" apply in their country of nationality or residence. It did not close the TCN pool in Canada. Dates are scarce, they appear at short notice, and the trip carries real risk.

What the Rule Actually Says

On September 6, 2025, the State Department updated its instructions for all nonimmigrant visa applicants. The notice has been updated since, on December 12, 2025 and July 15, 2026. Its main points:

  • Applicants should schedule interviews at the US embassy or consulate in their country of nationality or residence.
  • If you apply based on residence, you must be able to show that you live there.
  • Applicants who apply elsewhere may find it harder to qualify for the visa.
  • Fees paid for such applications are not refunded and cannot be transferred.
  • Those applicants should expect to wait significantly longer for an appointment.

Nothing in that list says a consulate will refuse to see you. It says the wait is longer and the bar may be higher, and it leaves the decision with the consular officer.

What Applicants Reported in 2026

These are first-hand accounts from Chinese nationals living in the US who interviewed in Vancouver as TCN Yes, without Canadian permanent residence.

InterviewWhat happenedPassport back
August 17, 2026221(g) for social media review, visa issued August 19August 20
October 2, 2026221(g) asking for social media links, approved October 5, issued October 6October 7
October 5, 2026Social media check, approved October 7Not stated

All three were renewals. The pattern is consistent: a 221(g) slip for social media review, then approval within one to three days.

Questions were routine: where you traveled from, why you did not go to a closer consulate, whether the employer is the same as on the previous H-1B, your job title, how long you have worked there. One applicant was asked a single question about being a TCN.

Not every case is quick. One Vancouver applicant in October 2025 was placed in administrative processing over graduate research, unrelated to TCN status.

Where TCN Dates Actually Appear

We tracked the H-1B/H-4 TCN pool at all seven Canadian posts from September 2 to October 13, 2026, looking at interview dates within the following 90 days.

PostDifferent interview dates seenDays on which new dates appearedNotice when first seen
Vancouver2619Median 7 days, range 2 to 76
Calgary117 days
Ottawa1131 days
Toronto, Montreal, Halifax, Quebec City00None seen

Three things follow from this.

Vancouver is where the dates are. In these six weeks, 26 of the 28 dates we saw were in Vancouver.

Notice is short. Of the 26 Vancouver dates, 16 were 14 days away or less when they first appeared. One applicant in October 2026 got a confirmation on a Tuesday for an interview that Friday.

There is no release hour. Half of the new dates first appeared between 6 and 11 AM Eastern. The rest were spread across the afternoon, evening and night, and 6 of 28 appeared on a weekend. Checking once a day will miss most of them.

This is also why the "earliest available" date you see when you first book looks hopeless. Applicants who were rebooked by the Vancouver consulate in October 2025 landed about ten months out. The near-term dates come from later releases and cancellations, and they go quickly.

Before You Go

  • Entry to Canada. You need your own permission to enter Canada. Check what your nationality requires well before you book flights.
  • Answer the TCN question truthfully. If you live in the US, the answer is Yes. Applicants who answered No to get earlier dates have been cancelled and turned away. Our article on TCN Yes vs TCN No covers this in detail.
  • DS-160 first. Applicants report that the DS-160 has to be completed before booking, and that the DS-160 number on the appointment can be swapped up to three business days before the interview.
  • Social media. H-1B and H-4 applicants have been under online presence review since December 2025. Set your profiles to public and bring a printed list of your accounts.
  • Photo. Two Vancouver applicants report that printed photos are checked strictly and need a date stamp on the back.
  • What not to carry. Vancouver applicants report that electronics and car key fobs with chips are not allowed inside.
  • Passport return. In the accounts we reviewed, passports came back one to three business days after the visa was issued. Ask at the window whether pickup at the consulate is possible.

Risks to Plan For

  • You cannot return until the visa is issued. A 221(g) usually clears in days, but administrative processing can take weeks or longer. Agree a plan with your employer before you leave.
  • Automatic revalidation is gone once you apply. Normally you can return from a short trip to Canada on an expired visa with a valid I-94. That option is not available if you applied for a new visa during the trip.
  • The fee is not refunded, and in Canada each cancellation or reschedule counts toward the appointment attempt limit.
  • The rule can tighten without notice. Checks on TCN No started with one email in one city. Nobody outside the consulate knows what comes next.

Watching for Dates

LuckyBee's free Telegram channel US Visa Slot Alert H1B (CA) posts TCN dates for Canada as they appear. You can find it on our Slot Alerts page. If you would rather not watch a phone for weeks, our expedite service monitors the TCN pool and books a date inside the range you set, without changing your password.

FAQ

Q: Can I still get an H-1B visa stamped in Canada as a third country national in 2026? A: Applicants were still being interviewed and approved in Vancouver as late as October 2026. The State Department discourages it and the consular officer has discretion, so treat it as possible but not guaranteed.

Q: Do I need Canadian permanent residence or a work permit? A: Not if you book as TCN Yes. The applicants above entered Canada as visitors. Canadian status matters only if you answer No to the travel question.

Q: How far ahead do TCN dates appear? A: Short. In our September to October 2026 data for Vancouver, the median was 7 days and 16 of 26 dates were two weeks away or less when first seen.

Q: Does this work for Indian nationals? A: The first-hand accounts we reviewed came from Chinese nationals, so we cannot confirm it from experience. The rule itself does not name nationalities.

Q: What about a first-time H-1B after a change of status from F-1? A: The 2026 Canada accounts we reviewed were all renewals. We have not seen a first-hand report of a first-time H-1B issued to a TCN in Canada this year.

Q: Which Canadian city should I pick? A: Vancouver had almost all the TCN dates in our data. Calgary and Ottawa showed one each in six weeks, and the other four posts showed none.
